I have seen people struggling downloading oracle client software as it is not available on oracle cloud.
Here is patch along with download instruction .
Please Log in to MOS i.e https://support.oracle.com
A. If you have the patch number.
1. Select the Patches and Update tab after logging in to MOS.
2. Click on Number/Name or Bug Number (Simple)
3. Enter the patch number & select the platform
4. Click Search
5. Click Download to download the patch.
